Does anyone know why the heck they changed the schedule for the midget
division of the Michigan State Women's Hockey Tournament? My coach, who is
extremely angry by the way, and I would really like to know the reasoning
behind the revisions.

P.S. Thanks to all for emailing me before the Las Vegas Tournament. I left
town (hence my computer) a little earlier than expected and didn't receive
most until I returned. We went early to the Tourney and spent a few days
in LA and our plane didn't return us until after the 5:00 p.m. meeting time
at the Santa Fe lounge. Hope everyone else got a chance to meet and I look
forward to meeting you all the next time :)

Scenario:
Wisconsin Girls Squirt State Tournament, 3rd/4th place game. I'm an
assistant coach. Opposing team (local to the tournament site) is known for
physical play; Referees are both locals, so they are aware of this.
Midway, one of our girls takes a stick in the throat - no call - of course,
I start working the officials. Nothing unusual in our exchanges, I yell,
he tells me to be quiet.
Game goes into overtime. 30 seconds into it, one of our girls is pushing
up ice and takes the blade of a stick in the side of the head! Flagrant,
you could hear the fans notice it. Of course I go ballistic, and he tells
me to be quiet. Coaches, scorekeepers, and even the opposing coaches look
at me shaking their heads yes. Couple of seconds later, during a face off,
I call the head official over to "ask a question" (his words, the only way
we can call a conference). As he skates over, he's shaking his head yes; I
ask, "the blade of the stick to the head, is this not high sticking - he
shakes his head yes, and skates away." The other team scores in the next
minute and we lose.
I go storming on the ice after the official (not in a physical way, just
for some answers). Here's the kicker - during our discussions, he
acknowledges the infraction, and admits that he made a conscious decision
NOT to call it. In his words "I'M NOT GOING TO LET A PENALTY DECIDE A GAME
LIKE THIS." Guess my response... I started ranting that "what, there are
no penalties in overtime?" I ran over to the head official and worked him
over, and he agreed, but wouldn't say much. At this point I realize I'm
being a little crazy, so I just let our girls get their fourth place
medals. (Surprisingly, they were pretty unaware of all this, they were too
upset at losing. Hard faught game, we came from three goals down to tie.)
Some points:
-My main concern is for the safety of the girls, and what this teaches them.
-I wouldn't be as upset, or upset at all, if the guy just said "I blew it,"
"it wasn't high sticking," or "I didn't see it."
-By not wanting a penalty to decide the game, he, in effect, did decide the
game by the non-call. Minimally, it would have changed the complexion of
the game.
I am going to file a formal complaint with the proper governing bodies. I
don't feel good about this, because I know GOOD officials are hard to find
- not sure he fits the description. It was never in question if we would
protest the game (regardless of grounds) - games are decided by the kids on
the ice. I don't want the game back.
I'd like everyone's thoughts, comments, or ideas on how to follow up an
incident like this.
Post Script - we had a great tournament, all games in all brackets were
decided by one or two goals (empty netters), and two games went into overtime.

My daughter has been playing for four years. There are only two girls on
her team. We were in Flagstaff, Arizona this weekend for the Grand
Canyon State tournament (we are from Tucson).
I can't tell you how many times I have seen bad officiating. Either the
refs appear to favor the other team (not calling on them but calling on
us) or in the case of this weekend, not calling at all.
What upsets the parents the most, is that thekids see that the refs aren't
calling anything and the violence escalates. Then you get the checking
from behind and kids get hurt.
I never ever want to see a child get hurt, but it happens. It's a
physical game as we all know. But the refs that I have seen in the
Southwest and California are so inconsistent, I wonder who allows these
guys to become refs? I think that it's important to complain, inquire,
mention, go ballistic, whatever it takes to get a better quality of refs.
This big tournament we were in this weekend had 2, count them 2, refs per
game. All the way up to the midget level. What's that about?
In my opinion, this sucks. And you can quote me.

The whole question of "not letting penalties decide the game" is a big issue.
At every ref clinic I've been to this has always been emphasized as a guiding
factor towards the end of a game. Mostly in the form of ensuring that any
penalty that is called is a "good" one. The meaning of "good" in this
context is that it should be really obvious, a clear infraction of the rules,
and should result in an obvious change of possession or an obvious major
loss of a scoring opportunity. (This is the same guidance as given for the
calling of any penalty apart from the significant emphasis on "obvious/major".)
I suspect that (and of course I shouldn't pass any comment since I wasn't
there!!) what the ref who saw the stick stike the helmet meant was that that
penalty didn't cause an obvious loss of possession or loss of scoring
opportunity. Hence the penalty wouldn't be called. Much the same happens
when a team is already down by one player -- the next penalty against that
team has to be a good one.
Personally, I find that interpretation "yucky" for precisely the reasons you
gave. I still would maintain a higher threshold towards the end of a game,
especially in overtime, but hate to see the essential free-for-all that
happens in a typical college game at that stage. I suspect that an honest
reply to your intended complaint from a supervisor might say that the ref
was following the official guidelines, however, at college level the rules
committee has no refs on it (!!!!!) -- the major voice is that of the coaches.
So perhaps the only way to encourage a change is for the coaches at the youth
level to make their voice heard loudly -- safety always gets the ear of the
risk managers in the hockey organisations. There's still time before the
April 1st deadline to make a noise at USA Hockey for next season, for example.
